Preliminary Senate Results Are Very Encouraging

To Members of the NASULGC System:

The Senate Ag Appropriations Subcommittee marked-up its F.Y. 2007 appropriations bill today.

Although the bill has not yet been made public (and all that follows is subject to change/revision), we have been able to obtain some preliminary -- and very encouraging results:

The following line items within the CSREES budget were reported to have received a five percent increase over their F.Y. 2006 enacted levels: (1) Hatch Act; (2) McIntire-Stennis Cooperative Forestry; (3) Evans-Allen Program; (4) National Research Initiative; (5) Hispanic Education Partnership Grants; (6) Smith-Lever 3(b) and 3(c); (7) 1890 Institutions Extension; (8) Renewable Resources Extension Act; and (9) 1994 Institutions Extension.

In addition, two other CSREES line items were reported to have doubled from last year: (1) 1994 Institutions Research; and (2) Payments to the 1994 Institutions.

Also, the Expanded Food and Nutrition Education Program (EFNEP) was reported to be funded at $63,358,000, which is sufficient to provide a new "floor" of $100k per eligible institution (including the 1890 Institutions) without decreasing the amount that any eligible institution receives (compared to the current fiscal year (2006) funding). And, another key Extension priority -- eXtension -- would be funded at $1,985,000 which is the same as the House bill.

Under the "Integrated Activities" program heading: (1) the Section 406 programs would be funded at their F.Y. 2006 levels; (2) the Food and Agriculture Defense Initiative (diagnostic labs and EDEN) would receive $11 million (the same as the House bill); and (3) the "Asian Soybean Rust" program would receive approximately $2 million in funding.

These are all the preliminary results that we have been able to obtain. Please be aware that these can change as the process goes forward. We will provide further details as soon as we have them.

The Ag Appropriations bill is scheduled to be marked up by the full Senate Appropriations Committee on Thursday, June 22.
